Guide:

The primary way to receive it is through a specialized mission directed towards it. First, you must go to the crafting vendor, A.K.A, Inaya al-Khaliq, and receive the project: Holster Intel: Go West, young Agent. To summarize it up, you need to go to Riverside Gas Station and play it on any difficulty. At the end, open the large crate in the Supply Room and you will get the first piece, Fast Leather Belt. You will recieve a project: The Rude, The Bad and The Evil. In order to complete this, you need to kill the 3 bosses of 3 different Level 4 Control Points, each designated to one of the 3 main factions. You will recieve one exotic component for each boss you kill: Holster: Oiled Hammer Guards, Holster: Ornate Leather Holster, and Holster: Inverted Leather Holster. Once you have done so, you will have to donate the exotic components, and you will get the final project: Showdown at High Noon Saloon. In order to complete this project, you must go to a bar at 15 Northeast Street. The building is horizontally parallel to the Base of Operations on the right side On the map, we can see it building as an upside-down L. Once you have reached somewhat close to it, but not exactly at it, you must wait for the time to reach 12:00 PM To check this, you must go into photo mode and it will tell the time on the right hand side. Once it reaches about 11:52-11:53, you must run north until you see a clock tower. The second building In front of the clock tower and has a red car near it is the one you are aiming for. You should see some Black Tusk spawn in. Eliminate them all, including the named boss Caden "Ein" Tracto. Killing him will grant you the final piece required to donate. Once you donate it, you will have received all the components required to craft it. After than, just go to the crafting bench and you will have received the holster!
