That's not that much of a discrepancy. I've seen far larger.

That is not a serious issue to worry about. It is a normal thing: as in classical we are determined to play chess with patience and play the best, in rapid we are determined to play smoothly with much presence of mind, in bullet we are determined to play as fast as we can, but we are stuck in blitz between two minds whether to play good chess slowly or satisfactory/poor chess quickly where with the first one we run out of time generally and with the latter we are disadvantageous in material where we lose.
So that's why Blitz rating of a player is mostly less than other standard time controls.
So, in order to improve there are three options: do puzzles, puzzles and puzzles as much as you can because they are responsible for Blitz ratings. Play puzzles everyday and redo puzzles that you failed earlier. So the best way is to play 'Puzzle Storm/Rush'.
The quicker you are in solving puzzles, the better is your focus in understanding of position and therefore you play better and quicker.

Yeah, that is true. The #3.

Do so many puzzles as you can, puzzle storms helps, and normal puzzles too. Actually I'm recommending to everyone the Woodpecker Method, is probably one of the best books that I've ever used. Another thing that you need to do to is get familiar with the positions that often plays, that helps a lot to improve your pattern recognition.

Different pools. ratings are relative i.e they do not measure you skill but much you win/lose against players in same pool. More and stronger players in blitz pool results in rating difference between the pools. In addition to fact that people have different sill sets personalities causing some them being better at fast and some better at slow games

I do not know if bullet has more strong player than blitz but I do doubt it. Weekly players in blitz is about twice the amount of bullet players hence it does not feasible to assume that bullet would draw more strong players than blitz
